Rapid Observation of Vulnerability and Estimation of Risk (ROVER) is free, mobile software for pre- and post-earthquake building safety screening. It implements both de-facto international standards for seismic-safety inspection called FEMA 154 and proprietary ATC-20, Rapid Visual Screening of Buildings: A Handbook (Second Edition), and the proprietary ATC-20, Postearthquake Safety Evaluation of Buildings. This web site has been created to be a resource for the ROVER community. Here you will find information about using ROVER as a stand-alone product, about using ROVER with ShakeCast and HAZUS-MH, and about contributing to ROVER. Please register (free) and log in to gain full access to this site.

The current version of ROVER (version 2) operates on Android, iPhone, iPad, Blackberry, or any web-connected device with a browser.

ROVER can enhance your current risk-management capabilities and integrate its own data with your existing datasets and with HAZUS-MH and ShakeCast’s ROVER Edition, making your ROVER efforts useful elsewhere.

ROVER was developed by the Applied Technology Council for the Federal Emergency Management Agency (FEMA). California Emergency Management Agency (Cal EMA) has adopted the software for use in post-earthquake building safety inspection.  ROVER is the only software with the legal license from the Applied Technology Council to duplicate the ATC-20 forms.
